The official ISO/IEC standard is hard to get at no cost.
IBM might have an arrangement with the ISO to give its
employee's free access to ISO standards.

The text of the POSIX 2008 standsrd is widely available.
Simply search for "POSIX 2008" and you should get several
hits.
