Yes.  Peter Miller originally asked me about the dummy argument DIM of
the intrinsic function ALL.  At first, I thought the problem could be
fixed by edits to Section 13.2.4, but the more I read, the more problems
I found.  In addition, Peter keeps reporting new problems.

I find myself amazed that I did not see these problems before.  They
seem obvious now.
