(j3.2006) namelist and listdirected for DT I/O difference

Looking at the listdirected and namelist output requirements there is a surprising (to me) difference.  In 09-007r3, for listdirected output it says (page 266)
"13 Except for continuation of delimited character sequences, each output record begins with a blank character."

but on page 270, for namelist output it says
"25 5 Except for new records created by explicit formatting within a defined output procedure or by continuation of delimited character sequences, each output record begins with a blank character."

Why the difference?
